Sarv Shiksha Abhiyan

About SSA:

Sarva Shiksha Abhiyan is an effort to universalize elementary education by community-ownership of the school system. It is a response to the demand   for quality basic education all over the country. The SSA program is also an attempt to provide an opportunity for improving human capabilities to all children, through provision of community-owned quality education in a mission mode.

         A programme with a clear time frame of universe elementary education.

         A response to the demand for quality basic education all over the country.

         An opportunity for promoting social justice through basic education.

         An effort at effectively involving the Panchayati Raj Institutions, School Management Committees, Village and Urban Slum Level Education Committees, Parentsí Teachersí Associations, Mother Teacher Associations, Tribal Autonomous Councils and other grass root level structures in the management of elementary schools.

 Objectives of SSA:

         All children complete five years of primary schooling by 2007.

         All children complete eight years of elementary schooling by 2010.

         Focus on elementary education of satisfactory quality with emphasis on education for life.

         Bridge all gender and social category gaps at primary stage by 2007 and at elementary education level by 2010.

         Universal retention by 2010.

 SSA in the light of Right To Education Act (RTE)

The RTE Act provides for:

  • The right of children to free and compulsory education till completion of elementary education in a neighbourhood schools.
  • Opening of new primary and upper primary schools to ensure that all children have access to primary schools within 01 km and to an upper primary school, within 03 km. of the habitation.
  • Operationalisation of the provisions of age appropriate enrolment through special training centres.
  • Capacity building of teachers through various training programmes.
  • Bridging gender and social category gaps through programmes of gender and caste sensitization.
  • Constitution of school management committees for development of schools plant.

 SSA Chandigarh mandated the following provisions in the light of RTE:

  • Awareness drives to bring all out of school children in the fold of education and to sensitize community about issues like gender, caste etc.
  • Construction of new blocks, additional classrooms and school building, so that all children have access to education as per RTE norms.
  • Opening of Special Training Centres to bridge the gap of age and class.
  • Conduct of various training programmes for teachers, coordinators and school principals/ heads for orientation on emerging issues and new developments.
  • Re-Vamping of school management committees in all schools as per RTE norms.
