The Regional Institute of English, formerly called the Punjab Institute of English, was established in 1963 under a GOI scheme for qualitative improvement in the teaching of English at the secondary level. It caters to the English Language Teaching (ELT) needs of the northern India in state/UT governments of Punjab, Haryana, Himachal Pradesh, Jammu and Kashmir and Chandigarh. Lodged in a spacious campus in sector 32 C, Chandigarh, the Institute has a highly qualified faculty consisting of one Director and seven Associate Professors/Assistant Professors, one of them on contract basis. The library is managed by a qualified librarian. The office has one superintendent assisted by a team of four personnel. The Institute has one technical assistant who looks after the functioning of the Institute’s two multimedia language laboratories and the studio. It has eleven Group D employees on a regular basis, while one driver and four others have been engaged on contract basis. The Institute also engages contractual staff from time to time to conduct its various courses.

The Institute meets the objectives of teacher training and regular postgraduate/undergraduate level teaching through a variety of courses and workshops. The following courses and projects are being organized currently:

1.      Courses

i.                    MA in English(Co-educational in affiliation with Panjab University, Chandigarh)

      No. of seats = 30, Open to all candidates

ii.      3-month Post Graduate Certificate in Teaching of English (PGCTE) Course

Two batches with No. of Seats = 50 in each batch (35 for In-service government Teacher Trainees and 15 seats for Open Candidates.)

iii.    100-Hour RIE Certificate in Personal Development (CPD): A Programme to enhance English Communication Skills and to focus on developing and enhancing employability skills of the students of final year students in government colleges of Chandigarh Administration through door-step training.

iv.    CTOSS (Chandigarh Training on Soft Skills): The 75-Hour programme is designed to enhance the English language skills along with soft skill training of the students of class 9, 10 and 11 of government schools of Chandigarh Administration through door-step training.

v.      Multiple Primary Projects under SSA/RMSA.

vi.    Research based Material Production (The Institute has more than ten recent publications in the field with top publishing houses.)

vii.  Guidance to D. Phil Students (in affiliation with Panjab University, Chandigarh)

The Institute has a specialized library equipped with 21,000 volumes, two Multimedia Language Labs equipped with 31 computers and 20 computers respectively for the PGCTE and MA students. They are installed with a variety of software on language learning. The Institute also has a functional studio.  The Institute has a 26-seat hostel for outstation male teacher trainees and students. It accommodates women participants/students in the adjoining SCERT hostel. The RIE publishes an ELT journal FELT - Focus on English Language Teaching: ISSN 0976-1306 which is a bi-annual publication. It provides an interactive forum to English teachers. The RIE website offers another forum for connecting with the institute besides providing detailed information.
